Retrofit grants for Supporters

The Good Landlord Charter has announced its partnership with GMCA’s Warm Homes: Local Grant to support landlords in providing affordable homes.
Only landlords who register as Supporters of the Good Landlord Charter can access a retrofit grant to improve the energy efficiency of their homes. This will support landlords to provide good homes in the most deprived areas of Greater Manchester.
The Warm Homes: Local Grant offers up to £30,000 for private landlords. Both landlords and tenants can apply for the grant using the Feel the Benefit Portal. As part of the eligibility requirements for applying to the portal, landlords must demonstrate they have registered as Supporters of the Good Landlord Charter.
Launch Event
As part of our ongoing series of networking events, the Good Landlord Charter hosted an event on Thursday 12 March, with GMCA and the Feel the Benefit retrofit team. Mayor of Greater Manchester, Andy Burnham, joined us to share his vision for housing in the city-region.

The Mayor reflected on how a good home is the foundation to live well and that private landlords are fundamental to this goal. He congratulated the commitment shown by landlords who have already signed up to the Charter.
Requirements for Supporters and Members of the Charter
We encourage all residential landlords to register with the Charter as it is free and voluntary. To become a Supporter, landlords must demonstrate they meet their legal requirements.
Supporters of the Good Landlord Charter are then committed to meeting our Membership criteria, which includes providing affordable homes. When a landlord becomes a Member, their properties must meet EPC D as a minimum, with a plan to achieve EPC C. Current government exemptions still apply. This grant supports and incentivises landlords along the steps to become Members.
Members of the Good Landlord Charter demonstrate they provide affordable homes by:
Having a clear and fair rent review or setting process
Giving a fair amount of time to tenants who struggle to pay their rent
Meeting EPC C as a minimum, within achievable timescales

Requirements for retrofit grant funding
The Warm Homes: Local Grant has qualification requirements to access funding.

Landlord retrofit grant requirements
Landlords must be a registered Supporter of the Good Landlord Charter. The Charter is free and voluntary. The only requirement needed to join is the ability to demonstrate legal compliance to operate as a landlord.
Property retrofit grant requirements
The property must have an EPC rating of band D or E. If the property has a rating of band F or G, then it must also have a registered exemption under the Energy Efficiency Regulations (2015).
Tenant retrofit grant requirements
Tenants must meet one of the following eligibility requirements:
The rented property falls in IMD Income Decile 1 or 2
The tenant receives means-tested benefits or route 2 of ECO4 Flex
The tenants’ gross household annual income is under £36,000
Accessing the retrofit grant
The Good Landlord Charter is hosting a series of workshops and webinars, with involvement from the Feel the Benefit retrofit team. These workshops will support landlords to access and use the portal when applying for grants.
Not all Supporters will meet the eligibility requirements for funding. For Supporters whose properties fall outside the requirements, the Charter will be offering support and guidance to meet EPC C by 2028.
