The Good Landlord Charter
Development
The Charter was developed through significant engagement and consultation with stakeholders and the public.
Its central features were developed with a coordinating group that met throughout 2023, including social and private tenants, landlords, trade bodies, existing accreditation schemes and industry experts.
GMCA officers worked with the group to develop a proposal for the charter for public consultation, with the consultation taking place at the beginning of 2024.


IMPLEMENTATION UNIT
The Team
The Implementation Unit works with the Greater Manchester Combined Authority, tenants, Charter Supporters, Members and other key partners to implement the Charter across Greater Manchester.
Our work involves developing the Charter further, creating an assessment framework for Charter Membership. We work with landlords across the Greater Manchester area to provide advice, information, and support to help move landlords from being Supporters to meeting the standard of being full Charter Members.
The Implementation Unit is operated on behalf of The Greater Manchester Combined Authority by The Dispute Service [TDS] which operates tenancy deposit schemes across the UK.
THE GOOD LANDLORD CHARTER
The Good Landlord Charter’s Implementation Unit is operated by the TDS Group, which operates tenancy deposit protection and dispute resolution schemes across the UK. The Implementation Unit is working in partnership with The Property Ombudsman which provides Ombudsman and redress services in property and other sectors across the UK. Both TDS and TPO are not-for-profit organisations.

Governing Board
The Governing Board provides oversight on the delivery of the Charter, guidance on the activities of the Implementation Unit, and contributes policy insights and proposals.
The Governing Board acts as a champion for Good Landlords, strategically driving the Charter forward to deliver the outcomes and benefits for all renters across Greater Manchester. The board is chaired by the Greater Manchester Combined Authority.
