On 4 March 2025, a successful first meeting was held with the Governing Board for the Greater Manchester Good Landlord Charter with Mayor of Greater Manchester Andy Burnham in attendance.

During the initial meeting, Mayor of Greater Manchester Andy Burnham shared his vision for the Charter, the Implementation Unit gave an update and shared our plans for the May Launch. This was followed by all members discussing their expectations of the Charter.


Who is the Governing Board?

The Greater Manchester Good Landlord Charter Governing Board is comprised of multiple stakeholders, creating a diverse and dynamic group. It has an equal representation of landlords and tenants, with additional industry experts. The members are:

  • Amber Barry, Strategic and Private Sector Housing Manager, Wigan Council

  • Andrew Lightfoot, Greater Manchester Combined Authority (Chair)

  • Charlie Norman, Chair, Greater Manchester Housing Providers

  • Chris Norris, National Residential Landlords Association Nation Resident

  • Elliot Briffa, Officer, Greater Manchester Student Partnership

  • Eve Blezard, Policy and Practice Officer, Chartered Institute of Housing

  • Graeme Hall, Assistant Director of Housing Services, Manchester City Council

  • Isobel Thompson, CEO, SafeAgent

  • Latasha Calvert, Private Rented Tenant, Greater Manchester Tenants Union

  • Mark Slater, Social Housing Tenant, Greater Manchester Tenants Union

  • Ross Giles, Project Development Manager The Bond Board


The Governing Board provides oversight on the delivery of the Charter, guidance on the activities of the Implementation Unit, and contributes policy insights and proposals. The Governing Board acts as a champion for Good Landlords, strategically advancing the Charter to deliver outcomes and benefits for all renters across Greater Manchester. The board is chaired by the Greater Manchester Combined Authority (GMCA).


The first meeting of the Governing Board for the Greater Manchester Good Landlord Charter was a resounding success, with an agreement to meet quarterly. A foundation for the work ahead was agreed to ensure a positive impact on renting in Greater Manchester.
