The Greater Manchester Good Landlord Charter was officially launched by Greater Manchester Combined Authority and Deputy Mayor and Greater Manchester Lead for Housing, Paul Dennett, on 26 June 2025.

What does this mean for Greater Manchester?
This moment marks a milestone for our city-region. Landlords can now get recognition for going above and beyond legal minimum requirements to provide better standards for the places people live. Tenants can now trust that they’re going to live in a good home when renting from a Good Landlord Charter Supporter working towards full Membership. You can see the stages of progression, from landlord to Member, in the graphic below.

The Good Landlord Charter plays an important role in Greater Manchester’s housing sector. The Charter is a free and voluntary service available to all residential landlords to be recognised for their high standards. We provide guidance, resources, training, networking, and events to landlords to meet the Charter’s criteria.
Support at the time of our launch
Over 234,000 Greater Manchester homes were represented by Good Landlord Charter Supporters at the time of our launch. In the week after the launch, this increased to 243,000. This covers more than 50% of all rented properties in the city-region.
Initial Supporters of the Charter flocked to get involved, with 108 landlords signing up between March and June 2025. This includes 95% of the social landlords in Greater Manchester. You can Find a Supporter on our website. We feature a list of the private and social landlords working with the Implementation Unit to achieve full membership.

What the Good Landlord Charter does and what you can do
Everyone has a part to play in the success of the Charter and the revolution of having a decent home for everyone in Greater Manchester. You may not be a landlord, but you can get involved in the Charter through our Champion of the Charter and Friend of the Charter roles.
We work with individuals and organisations from across the housing sector to deliver the aims of the Charter. But, at the heart of what we do are the landlords. Only landlords who currently meet all their legal minimum requirements can become Supporters of the Good Landlord Charter. For landlords that fall below legal minimum requirements, GMCA are levelling up their enforcement efforts. The Charter is not involved in enforcement or imposing fines on landlords. However, tenants can contact the Good Landlord Charter to receive direction on how to resolve issues with Charter Supporters and Members.
