At the heart of the Greater Manchester Good Landlord Charter is a commitment to raising renting standards. But how do we know if it’s working? That’s where independent evaluators, Forever Consulting, come in.
Forever Consulting has written this blog to explain their background and how they will be evaluating the Greater Manchester Good Landlord Charter.
Who is Forever Consulting?

Forever Consulting is a Manchester-based research consultancy with a passion for making places better. We’ve worked across a variety of thematic areas, including housing, employment, and community development, partnering with local authorities, housing associations, voluntary sector organisations, and private funders across the country.
Some highlights include:
Evaluating the GMCA’s ‘Local Energy Advice Demonstrator’ programme, which tested new ways of giving face-to-face advice to Greater Manchester residents about making their homes more energy efficient.
Leading the impact evaluation for nine targeted areas delivering the ‘Know Your Neighbourhood’ fund created by the Department for Culture, Media and Sport. The fund is aimed at supporting disadvantaged communities across the country by increasing volunteering and reducing loneliness.
Helping the Manchester City Council shape their future work on improving the safety for women and girls.
What’s our role in the Good Landlord Charter?
Forever Consulting has been commissioned by Greater Manchester Combined Authority to lead the independent evaluation of the Good Landlord Charter. Over the next few years, we’ll be gathering evidence, listening to landlords' and tenants’ experiences, and helping to understand what’s working and what could be better. These insights will help improve the Charter in real time.
What do we want to know?
This evaluation is for everyone involved in renting in Greater Manchester. Whether you’re a landlord, tenant, letting or managing agent, or part of a landlord forum or community group, your voice matters.
Landlords
If you’ve joined the Charter
Share your experiences of being a Good Landlord Charter Supporter or Member. What’s working well? What could be improved? Your feedback helps shape the future of the Charter – and importantly, this independent evaluation will not assess your individual role as a landlord, so participating in the evaluation won’t affect your Membership status with the Charter.
If you’ve not joined the Charter yet
Tell us what changes you’d like to see to make it easier to get involved. What are your thoughts on the Charter? What would make you consider becoming a Supporter?
Tenants
Tell us how the Charter has affected you. What difference has the Charter made to you? Has it improved your renting experience? What changes are still needed?
Landlord Forums, Community Groups and Tenants’ Advocates
Help us reach people whose voices might not otherwise be heard.
How can you get involved?
Forever Consulting will be running engagement activities over the next three years, and the Implementation Unit will share opportunities to get involved via these blogs, newsletters, social media, and emails.
Currently, we are keen to speak to landlords who are Supporters of the Charter and landlords who have not registered interest yet. These interviews will take about half an hour and can be done at a time and in a way that suits you.
If you’d like to speak to us now, or in the future – or find out more about the evaluation in general – drop us a message at contact@foreverconsulting.co.uk.
If you’re passionate about improving renting in Greater Manchester, this is your chance to shape the future. Let’s share, learn, and build something better together!
Please note: This evaluation is not a platform for submitting formal complaints about the Charter. The Implementation Unit offer an official complaints process, and Forever Consulting will not be able to handle, manage, or process any formal complaints.
