Have your say to help improve Greater Manchester

The Greater Manchester Good Landlord Charter centres around a commitment to raising standards across the rented sector and improving outcomes for both landlords and tenants.

To understand whether the Charter is achieving these ambitions, Greater Manchester Combined Authority (GMCA) has commissioned an independent evaluation. GC Insight is leading this work and wants to hear from the people and organisations with direct experience of renting, managing, supporting, or regulating homes across Greater Manchester.

Who is GC Insight?

GC Insight is an independent research, evaluation and consultancy organisation that helps public, private, and voluntary sector organisations understand what works, what could work better, and how services and initiatives can create positive change.

We specialise in housing, communities, regeneration, public policy, and place-based research. Our work focuses on bringing together robust evidence with lived experience to help clients make informed decisions and improve outcomes for the people they serve.

What is our role in the Good Landlord Charter?

GC Insight has been commissioned by GMCA to deliver an independent evaluation of the Good Landlord Charter. Over the course of the evaluation, we will gather evidence from a wide range of stakeholders, including landlords, tenants, letting agents, local authorities, sector bodies, and community organisations. We want to understand:

  • What is working well.

  • What barriers people, including landlords, are experiencing.

  • Whether the Charter is making a difference.

  • How the Charter could be strengthened in the future.

The evaluation will inform the ongoing development of the Charter and help ensure that it meets the needs of those involved in renting across Greater Manchester.

Whose views are we looking for?

We are interested in hearing from anyone with experience of the rented sector in Greater Manchester.

Landlords

Whether you are already involved with the Good Landlord Charter or have not yet engaged with it, we would like to understand your experiences and perspectives. We are interested in your motivations for engaging with the Charter, any benefits or challenges you have experienced, your views on how the Charter could be improved, and factors that influence whether landlords choose to participate.

Tenants

We want to hear directly from tenants about their experiences of renting in Greater Manchester. We would like to understand what matters most to you as a tenant, your experiences of working with landlords and managing agents, whether initiatives such as the Good Landlord Charter can help improve renting in Greater Manchester, and what changes you would most like to see in the future.

Letting and Managing Agents

The views of agents are an important part of the picture. We would like to understand how the Charter is perceived within the sector and what role agents can play in supporting higher standards across the market.

Stakeholder and Community Organisations

We are also keen to hear from housing organisations, tenant groups, advice services, sector bodies, charities, community organisations, and others working closely with landlords and tenants. Your insights can help us understand wider trends, challenges, and opportunities across the rented sector.

How can you get involved?

We are inviting landlords, tenants, agents, and organisations working in the rented sector to share their views in short interviews and focus groups. Participation is entirely voluntary. Any information you provide will be treated confidentially and reported anonymously unless you explicitly agree otherwise.

If you would like to take part now or in the future, or find out more about the evaluation, please contact:
